Consortium to provide services to local authorities.
The consortium had to be able to satisfy the needs of a variety of stakeholders some of which, being involved in the consortium’s governance, had a direct influence on the decision making process.
The consortium needed therefore a new planning tool in order to:
- take care of the increased complexity of the environment and stakeholders’ interests.
- Define and clearly communicate its strategy to all parties involved, employees included.
- Measure results of managements’ decisions, not only from a financial point of view, but from the contribution given to the company’s strategy as well.
Re-design of the planning process and introduction of the Balanced Scorecard.
